I am loosing inches on a weekly bases but not loosing wieght.
I do a great deal of walking and work out my garden weekly. I do not
understand what is happening. Why is not my weight going down.

You are gaining muscle in your legs most likely. Muscle is denser than fat so your body fat is decreasing (so your inches are decreasing) but your muscle is increasing (so your weight is staying the same). Keep with cardio and more fat will come off.
