This situation has been plaguing me for years. I'm an avid runner, at times I am running 70 miles a week and only recently have I had to slow down because of stress fractures. Not to mention, I weight lift regularly and have a very good diet. Yet, for most of my life I have had an excess of fat on the sides and front of my lower stomach. And the odd part is that you can see my lower ribs so it creates a box type look for my stomach. I know I have good abs underneath, because underneath they are rock hard, but the fat just covers everything. If i just grab my stomach I can grab more than a handful of fat, especially right below the ribs. I've heard situations of this and that I am genetically predisposed, and that if you can see your ribs but have a large amount of fat the only way is liposuction. Tell me if I'm wrong or what I can do, I'd love for this situation to be fixed.
