I have a 16 month old boy that loves to scream, he screams at different times of the day,mostly when he wants attention, but at time we could just be at the store and he starts screaming, is that normal?

Sure, it's normal for him, especially since he knows that someone will pay attention to him. Just be firm with him and tell him no. He is to young to put in Time Out and you can not spank him, so a firm NO will have to suffice until he is able to understand. You can't pick him up all the time, he already has your number and it sounds like he is playing you. Kids are so smart, even at that age he knows how to push your buttons. It is your response that tells him that if he screams, you will get him. When he does it, don't even make a big deal, just a big No. (or turn the radio up louder)
