my boyfriend fingers me sometimes he doesn't wash his hands but he rinses it with alcohol and he has short nails. is it safe from having infection? im really worried :-(

I doubt that most people find a place to wash their hands before they begin fingering. When you're with your girl/guy and things start getting hot, the last thing you are going to do is stop and go find a wash room.
You say he has short nails which is pretty nice. I also doubt that too many guys even care about that as long as they can get their fingers on what they want. Cleaning with alcohol should make him a prince, he really cares for you.
