No, not at all. Your penis has probably barely started to grow yet, the best course of action IMO is to just leave it to develop on it's own. But if it's bothering you then there are some simple steps to take. When in the shower/bath, pull your foreskin back as far as it will go until it's uncomfortable but not painful, hold it there for a while. Then push it back to its normal position. Do this several times every time you have a shower/bath. Also, when masturbating, try and do it so you pull your foreskin back as much as possible. Being 13 you might not be able to ejaculate/precum yet, but this helps massively in lubricating your foreskin.

It sounds like the tip is too tight. You can work on stretching the opening, When in the shower or bath while it's warm and wet try to get two finger tips in the opening then you can spread them to stretch the opening. Don't do it so hard you hurt yourself but hold it as long as you can. Do this every time you bathe and in time it will get looser.

Um go to the doctors and get a perscription, for a steriod cream. So twice a day u apply it and each time slowly try to pull back your foreskin. IT worked for me, i was able to successfully pull back in a week!! And perhaps pull it back before u get an erection, then let the bloood flow to your penis, and u will be erect and ur head will then adjust and act normally......
