Well, I'm 17, and I have this very problem.
When erect, the foreskin won't go back, but you can clearly see the shape of the head through it.
Don't fret about though! In my case, I can still get pretty good satisfaction out of sex, as can the woman. My girlfriend has told me that without the foreskin going back, it makes the penis entry "rougher", therefore, seeemingly more pleasurable. My girlfriend seems to enjoy my penis more than me!

I have had this problem before!!! Don't stress tho. Everytime you have a shower wait 5-10 mins for your skin to warm up so it is easier to stretch and try slowly pulling it back...very slowly. Don't pull too hard tho, just do it every time you have a shower and eventually it will stretch the skin so it can happen normally and regularly. I thought there was something wrong with me but it was really nothing!
