If by the outside of the vagina you mean the vulva, which is what a female's external genitalia is called, then no. The hymen is inside the vagina. It can be broken by penetration with a penis or lots of other activities like sport, gymnastics, bike riding etc. a broken hymen is NOT a sign of loss of virginity.
