The chances of pregnancy are very low, but a guy certainly can (often does) have pre-cum without ejaculation, but not all men have sperm in their pre-cum. Have you checked you period start-dates?

- Cycle = "28 days?" Not if "based on my last 2 period which is sept 5 and oct 17" Sep 5 to Oct 17 = 42 days! However Oct 17 to Nov 15 = 29 days.
- You said "my boyfriend and I had sex last oct 27 2017 and he cum inside" so if that was last time you had sex, what other dates since Oct 17 have you had sex?
- You say "my period start usually at the end of the month", but as months vary in length (Feb has 28; Mar has 31) a regular cycle would mean that the date would vary each month.
- There are all sorts of possibilities for your situation, including early miscarriage and not pregnant this cycle.
- If you are trying to get pregnant you need to track/record your periods and have sex at the likely fertile times.

- I don't know what you read about implantation, but how do you know that "that is what happening right now"? It doesn't seem likely if you only had sex once on Oct 29!
- If by "mens" you mean "menstrual discharge" then you would not likely be pregnant. But menstruation does not happen at the same time as implantation.
- However, if you got a positive test result on 12 Nov then implantation must have occurred earlier, and menstrual flow now would suggest a miscarriage.

You haven't given much background information regarding your period history. There are a few different scenarios.
- The test was a false-negative
- Your period due 21 Nov suggests Ovulation date 7 Nov with fertile days 2-7 Nov. 2 Nov is about a month ago.
- There could have been some sexual activity during that fertile time that introduced sperm into your vagina (maybe manually).
- Your period is just late (sometimes happens).
