Your balls actually drop around birth. Basically the term "balls drop" just means you've started puberty.
If your testicles had not descended, they're up in the abdomen around birth and descend into the scrotum, you'd be at risk for some health problems such as testicular cancer.
You may notice your testicles hanging lower in the scrotum, this is normal as both they and your scrotum grows. The testicles also hang lower in response to temperature. As you approach orgasm they rise and can appear to go back into your abdomen. This is normal too.

if your balls have only just dropped then something has been wrong because your balls actually descend from your body just after birth.
They have probably just grown a bit in size that's all, it really depends if your at that stage of puberty yet and has nothing to do with the other!
