normally when people stands up their penis (when erected) in perpendicular to their body (a little up or down doesn't matter). but mine in faced down. it gets erected and stiff well, but it doesn't get up much. the base isn't stiff and i can move it in any direction i want so almost any position is available (cheers :D). but the problem is it doesn't stands up horizontal.
is there any kind of treatment for this?

It's not that uncommon for an erect penis to not be pointing "up." It is possible that there is a "structural" issue.
I'd suggest though that you check in with a urologist. This is their area of expertise and an examination would be helpful.
