Your balls drop around birth. You should feel them in your scrotum.
As to the size of your genitals, we all develop differently and at different rates. You are clearly in puberty. Some guys get big early and others later. Your testicles/penis can grow into your 20's.
The foreskin does separate from the glans as you get older. Usually it would have occurred by now but sometimes it needs "help." See your doctor for an exam.
