I can pull it back when not erect but when I am erect it will not go back

You need to pull it back to wash as part of daily hygiene.

How old are you?
Foreskin retraction is a function of age. Most young boys can't retract their foreskin. As boys get older the foreskin becomes more retractable.
It is quite common for teens to have foreskins that won't retract when erect.
It is not really necessary to pull back the foreskin. A few guys go through life and never retract their foreskin because they have never done the stretching necessary to make it retract. One can have sexual intercourse with a foreskin that will not retract. However, you probably would be happier with a foreskin that will retract.
What is normal depends on how old you are. Almost every infant male is born with a foreskin that will not retract. The foreskin gradually becomes wider and looser and will retract.
By age 18, about 98 percent of males have a retractable foreskin.
