Hi I'm 16 and I have a tender red bump on the bottom of my penis, it is very sensitive to the touch it is just a bit smaller than a pea. It is about 3 quarters up the shaft. Hey man it sounds like it is probably due to masturbation and or an ingrown hair. I would take a rest from masturbating for a few days and see if it disappears. If it is an ingrow. Hair. Applying warm compresss to the area may help bring it to a head and drain
