I've had redness and dry skin on the tip of my penis for several months now, the redness has improved, but there are still tiny red spots on the tip.. the spots are not raised, they are completely smooth... can this be herpes? from what i've read about herpes, these symptoms do not exactly match up, but i'd like any info possible... thanks

This is definitely not herpes. The herpes bumps are always the same, you can’t make a mistake with them. They look like blisters and are filled with clear liquid. This liquid may ooze from the blisters and then some days after the liquid drains and the bumps become crusty (with gold-brown coating on top) and then they disappear. They would never stay for a couple of months. They would be gone but certainly reappear some time after because the virus stays in the body and you can’t remove it.
You certainly have some sort of skin disorder and honestly I don’t understand why you didn’t have it checked by now. It is obvious it is not going away on its own.
Since there is both redness and dryness, it must be some sort of infection-bacterial, yeast, or you are having nasty reactions on the washing detergent but I doubt the last one!!!
