for the past like 2 days ive had coughing and somewhat fevers. not too high. but today i kept waking up from being too hot. then too cold. then i woke up this morning and looked and i found about 7 pimple looking bumps on my scrotum. not on the tip more like all spread out around the sides of it. I understand herpes you also have fever like symptoms during an outbreak. but usually they are more of a rash & blister form?, and this isnt . they look like whitehead small pimples with a slight red coloration around them, i feel little pain down there except for maybe when i try to pop them but thats it. not fierce pain. any ideas what it could be?

There is no treatment needed for Fordyce's spots. In fact, lancing them or poking around them unnecessarily could lead to infection. It is due to over activity of the sebaceous glands, and it sounds like this is what you have, with the description you give.
