I have noticed these little white spots under the head of my penis when I pull back my foreskin over the last few months, I have not been sexually active so I dont think it could be a STD.
I clean regularly and am un-circumsised. They dont itch but they just look ugly.

Look up "Pearly Penile Papules" and see if that's what you have.
They are NOT an STD and not contagious. Lots of guys have them.

After seeing images of 'Pearly Penile Papules', I think I have a small case of them.
All the treatment I have found costs alot of money, I am 16 so £595 isnt something I can afford and I would rather not talk to parents. Would treatment be available with the NHS?

Since removal would be purely cosmetic, I doubt it would be covered.
