I was trying on clothes and pants at a store.i tried on a pair of pants that i later noticed had a dry hard stain inside the crotch i was wearing panties no thong just regular panties.Im scared ill get an std or infection.what are the chances i will get one?

The chances are very small for two reasons. One, the residue was dry and crusty. This indicates whatever it was had long since dried up. Most STD agents do not survive outside the body for very long. Once the medium in which they reside (the wet stuff in the pants) has dried, any STD is almost certainly dead and no longer infectious, assuming there was anything there to be infectious in the first place. Second, you were wearing panties. This is a very effective barrier against STD agents, especially dried up and dead agents.
Don't sweat it. There is a 1 in a million chance you could get infected from the residue.
