I’m 16 years old and I was unable to retract my foreskin (phimosis”) but have recently had it removed by the use of steroid cream. But the tip of my penis is very sensitive, sometimes when I touch its so sensitive it’s painful to touch and I don’t know what to do.

That's normal, by about age 16 or so.
Yes, your glans will be very sensitive at first - this is normal too. The nerves aren't used to being touched. Start touching your glans or let it touch your clothes. You WILL get used to it in time. It'll also dry out a little bit too.
