You're seeing your foreskin. Not all guys have one. Many guys have been circumcised and the foreskin removed.
It's NORMAL for it to look wrinkled. The skin has to be able to stretch as you get erect.
Ideally, as you get a bit older, your foreskin will fully retract and expose the head (glans) of your penis when you are erect. Most guys can fully retract by around age 16 or so.
You can start stretching to help it retract. Get an erection and pull down on the shaft skin OR use your fingers to spread the opening. Do it as often as you can. The more you do it the sooner you'll notice results. It can help to do it in the shower as the warm water helps soften the skin.
You will find your glans to be very sensitive, almost painful, at first. This is normal too. You will get used to it.
