Basicly, I can pull more foreskin over the head of my penis while it's flaccid but when I have an errection it doesn't glide over my penis head and I have trouble pulling it over the head. I'm 14, in puberty, hair under arms and pubic etc.. Also, will this effect sex and things like that? And any way to sort or whatever, thanks!

You mean pull it back when erect, right? NORMAL, until about age 16 or so.
Keep stretching the foreskin and you'll be fine.
