I've got a hairless wide line of skin that is has inner lines too(horizontal and the main line it self is vertical) , its on both sides of my thighs ( between the thigh and the body), it feels even softer

Maybe just try a more intense moisturizer. If you wear a scarf in the winter, this may contribute to the red blotches. Maybe even try a little bit of vaseline.
