There really ISN'T a downside to female masturbation... in fact, it's encouraged as a way for an individual to become familiar with their sexuality and response!
Now, some will say that the time and energy that you put into masturbation is wasted, and that you should be out and about, meeting new friends and establishing new relationships. And at least the last part, I agree with. But I wouldn't call it wasted time if you are learning about your response and what pleases you. Only if you become obsessed with doing it so that you never leave your room, devote all your time and energy to the pursuit of your personal orgasm in private does it become a problem.
As far as physically, your body will tell you when you've had enough. Some women are multi-orgasmic, and will wear themselves out after two or three climaxes. Others prefer only one, and that's enough. But unless you are wearing yourself down to a bloody, raw stump, you can't really "hurt yourself" by masturbating. The watch word is "enjoying it" and "not causing pain."

Yes, for a woman masturbation doesn't have any bad effects, as long as she observes some simple rules. Ones that come to mind are, and I'm gonna get really basic here, don't masturbate so much that your skin gets sore, don't use sharp objects (an electric toothbrush falls into that category as the bristles can injure your skin, sorry ladies), don't share sex toys with other people as you can get STDs, don't do anything that causes you pain.
As long as you keep those things in mind, masturbation is great. It doesn't get you pregnant or give you STDs, and it doesn't require a partner.
