Cadence is the speed at which your feet travel in RPM. One full revolution of one foot is counted as 1.
It's important that you don't spin too slowly or you'll get bruned out too quickly and if you spin in too high of a gear (pedals flying) you're probably giving up some speed.
You can measure it manually by counting, but they make cyclocomputers that measure cadence. Check nashbar or performancebike for more on that.
