Hi, petechiae are purpura of less than 1 cm diameter. There are different reasons for them, like thrombocytopenia, platelet dysfunction or small vessel disease. In case that she has any of these disease, the doctor will probably start treatment for them and suggest some corrective measures. In children can develop petechiae on the chest, following bouts of vigourous coughing or vomiting. It can be some acute condition, that she may overcome after some time, but also it could have more serious impact.
