Well, this could be Impetigo. Common symptoms of Impetigo are: Small, red bumps that may be itchy. Often develop around nose and mouth but can easily spread to other parts of the body. Bumps become pus-filled blisters that may burst and turn into soft yellowish-brown crusts. Sometimes: Fever; swollen lymph glands in neck. You should take you baby to a dermatologist.

Well,
The fact is that baby’s skin is very sensitive and there for it is prone to slightest changes around her. So you have to understand that these dots are caused by something around the baby. Have you changed anything in pasted several days? Did you used a different cream or maybe a different bran of dippers? This can be milia, this is a small bump that is a size of a small freckle and they are usually found around the face of the baby. They are harmless and there is no need for any treatment because they tend to disappear on their own after some time. I hope this helped you a bit.
