Am I at risk of having genital problems? I just found out you have to wash under the foreskin.

Your not dumb and now that you know you can start working on cleaning under your foreskin.

Can you retract your foreskin to expose the head yet?

If you can't retract your foreskin yet that is the first thing you need to work on.

It has to be done gradually and do not try to force it back.

A search on how to retract the foreskin will give you detailed instructions on how to do it.

 

Thanks for the advice. Yes i can pull it back however touching the head does hurt a fair bit

With being able to retract your foreskin you can try to leave the foreskin back and leave the head exposed for awhile when your in bed or in the bathtub.
like you said it will change over time and you should try to wash it everyday and make sure you rinse it well so there is no soap suds left.
It might help if you buy a mild soap like baby soap so it doesn't irritate the skin when you wash it.
It will take some time before it gets to the point that it's not so uncomfortable.
