Yes, they can be addicted.

It's a steroid.  It has powerful effects upon the human body, making them more "masculine" for example.  But, it has dangerous side effects including liver damage.  It can also cause gynecomastia and baldness.

It also causes water retention.  So while it may look like a lot of muscle growth occurred, it can also be fluid.
