hi im 15 and i cant fully pull back my foreskin when erect. I have no problems when my penis is unerect, i can slide it all the way down easily, even further but when i become erect i can only pull it down halfway at max. It kinda hurts and im scared to pull it incase i tear something. Is this a problem or will it go away in time and if i keep stretching it? or is it a problem that may require surgery?

THere are several options that could be open to you.

First, at age 15, you're not done growing yet. So you don't need to do anything yet.

You could consider something as radical as circumcizion if your doctor agrees that your case is that serious.

A lesser action would be a dorsal slit, which a doctor can do in his office. It also is permanent, and would give you more room to roll it back. Recovery takes about a month, and no sex or action while it heals.

Some are suggesting a series of slow stretching, a little at a time, which they say will give you enough slack after months and months, to allow retraction or folding it back. However, your results may vary.

You can discuss all of these options with your doctor. He can give you the best advice on what you should do, if anything at this stage.

Try this first: pull the foreskin back on your erect penis everyday in the shower. How far back is determined by how much pain you can bear, but do not force it too much...patience is key. The foreskin will stretch eventually.
