Yup if your bout 10-13 your just starting to get semen and itll come out clear for a while dont worry bout that, and well if your hurts when you pee then try when having sex to go a bit slower.

The other poster here is right, that clear liquid is precum but a pain inside the penis when peeing? If its a burning one get to seen a Dr as it could be a UTI or (Urinary Tract Infection).
It could be UTI Urethral tract infection or prostatitis STD. I suggest you take a test for any of those. After if all test are negative. Tell me your age. Are you old enough to bear any semen but don't have any semen? Than something is wrong with your testicles. And I think you did it too rough and twisted your penis a little bit in a way the urine can't flow properly and hurts. I suggest you take some time to heal. Next time do it softer. And another problem is do you wash your penis? Everytime you masturbate? Because semen is salty. And salt grains on your penis act like sand paper that you are rubbing your penis on. Is your penis red and doesn't heal? Please be more specific.
If it is red and sore and doesn't heal. Wash your penis everyday and everytime you do sexual activities. Go to the doctor if it doesn't heal. While waiting, try use a moisturising cream on the penis but be careful to not let it on under the foreskin. Please answer my questions so I can help.

Well , you might have a UTI or an STD. I am just hitting puberty and i only have less than a drop.tat is normal.but you sir, may have an STD. Try to use a condom next time you have sex.
