Who's "they?" I'm assuming you are in the US.
Most hospitals do have "free care pool" or equivalent. Most will also work out payment plans, as you are currently doing. The key is to find the right person, an admissions clerk is not. Ask your doctor for help with this, they are more likely to back your request if he indicates the need. It will take some running around on your part.
Ask to speak to an administrator. If you can, get their name from a hospital directory so you can request to speak directly to Mr. Smith or Ms. Jones. Don't take "no" for an answer. Be firm, but polite. You have to sell them on the procedure. Bring documentation from your doctor explaining why you need this procedure.
If that doesn't work, call your state department of public health and explain your situation.
Good luck, keep us posted.

My local hospital has a sliding rate plan for low income people. The information is printed on the bill showing what the scale is depending on your annual income and it goes as low as 100% discount (you pay nothing). They require proof of income in the form of last year's tax forms and they take into account your mortgage and tax payments too, or rent.
