I am 16 and i am not very strong. I weigh 54kg and i am 5ft6 in height. I am quite skinny and i have a problem with my stomac. I looka like i hve a big belly because i am small. I have a very unusual belly in the it sticks out near the top and flat at the bottom. I want this to turn into a flat 6 pac in line with my chest, and not stick out. Any help would be greatly appreciated

First of all, don't be insecure about it. its alright to want to change, but don't doubt yourself because of how you look. Try to eat more pasta and things like that, and also get in a lot of protein. You will have to exercise a along with it and a very great thing to start with is pull-ups. otherwise do ordinary things like push-ups and sit-ups, just to build your core muscles up.
