Your have definitely started puberty the few pubes you have confirms that you are just starting puberty by the sound of it. You do not have a micro penis and for just starting puberty 3 inches is ok. You have many years of growth and development ahead of you and it will grow and you will be going through all the changes associated with puberty. Everyone grows and develops at different rates and times you may be off to a bit of a late start compared to some but for just starting puberty you are developing just as you should be.
Give it time the changes you are hoping for will happen soon enough.
