When i ejaculate i dont release sperm,i release a transparent sticky liquid..i have 14 ..is it normal?

You are releasing sperm when you ejaculate early in puberty it is normal for it to be transparent.
As you continue to go through puberty it will turn a whitish color..
This is perfectly normal and the color will change your still ejaculaing sperm even thou it is clear.

And i have another question..can pubic hair come before penis enlargement and balls enlargement?
Growth of your penis and testicles happens gradually you may not notice it.
Comapred to a couple of years ago both your penis and testicles are most likely larger.
One of the first signs of puberty is testicle growth so you may just not have noticed it.
Pubic hair is just the most noticable sign so most likely you have had some growth in your penis and testicles already.
Your penis can grow until your late teens/early twenties how much it grows is hard to say.
