You're seeing these penises when they are not erect, right? There is a big variation and that's normal. Some guys are growers (start small and get big) and other guys are showers (pronounce like show, they are big when not erect and don't get much bigger when they do).
When penises get erect things tend to even out in size.
When you'll grow, can't say. Some guys grow early, others grow later. It can grow into your early 20's.
