I'm 13 and still haven't started puberty in any way, should I be worried?

There is absolutely nothing to be worried about.
If you have just a little bit of hair down below that means that you have started puberty.
For your age and just starting puberty your size is just fine and your voice will change as you continue to develop and you will grow.
You are developing just as you should be.

Thanks man. I've been worried because I've seen other guys in the locker roome and some are like 3 in flaccid. I was worried that something was up. (Not my penis)

Your welcome. There can be a significant difference in size among guys the same age as you have noticed. As you said some guys are pretty big compared to others but there are also guys your size or even smaller. Being smaller can be embarrassing in the locker room but you just need some time to grow and develop and it will happen what the end result will be and how long it takes is hard to predict as everyone grows and develops at different rates and times. For just starting puberty and about to turn 13 you have years of growth and development ahead of you, you will be fine you just need some time to develop.

You have nothing to worry about.Puberty are so different from person to person. Only when a boy are 16 years old, and his penis still are like when he was 13, it is reason to get worry. Good luck with your puberty, and I hopes that you have noticed  "big" changes since you asked the question <3
