I'm 6'3 and 313 at 14,
i'm expected to be my high schools best lineman ever,
and i just finish my freshman year playing jv and varsity.
but the weight room is my set back to be better,
i am mostly fat, and very weak compared to littler smaller guys who can bench more then me
i have all my weight in my chest and stomach,
why do you think is the cause to me being so weak.

Well, I believe you said it yourself. You said "I am mostly fat, and very weak compared to littler guys..". You next said"I have all my weight in my chest and stomach".
It would appear you are mostly fat (most of your weight in your chest and stomach) with under-developed muscles. You need to change the eating habits that made you fat and start a regular regiment of exercise. Turn that baby fat into some muscle! You may loose some weight but if you substitute it with muscle you'll be a better athlete for it.
