I am 13 when my penis is flaccid it's about 1 3/4 inches long, and when it's hard it's about 4 inches when hard and about 4 3/4 inches in girth (also in the left side of my penis under the head and about in the middle of it there is some extra skin (I am circumcised) is this normal)?

Your size is fine for being 13 and well within the range that is considered average for boys your age, you will see some guys that are much smaller and some that are much larger but as people come in all sizes the same holds true about the penis and yours is just fine.
The appearance of having extra skin on the left side I would think is just a slightly uneven circumcision nothing to worry about and won’t affect the operation and it is probably barely noticeable unless you look very close.
So try not to worry sounds like you are growing and developing just as you should be and part of the process is curiosity about size and how you compare to the other boys but your fine and have nothing to worry about.
