You're only 13. I understand you feel that you're chubby and need to lose weight. You're doing a lot of growing and developing. It's common for some teenagers to be chubby, then have a growth spurt where they use the extra "fat" to help them grow taller, which makes them leaner. So I suggest you don't stress about your weight right now. Wait a few years and see if you're not looking a little leaner.

Eat when you're hungry; it's okay. Just be sure to eat slowly, take smaller bites (don't stuff your mouth), and chew well. This will help you not eat too much. When you start to feel full, stop eating. Don't wait until you actually are full.
Whatever you're eating, make sure it's healthy. Processed, sugary foods are not going to help your health or weight, no matter your age.
Get some exercise. Go for walks, bike rides, jogs, etc. If you find exercise boring, you can try watching your favorite TV program and while doing so, jog in place or do some weights. You may find yoga fun, as well as very relaxing.
Snacking at night is okay, but it's highly recommended you stop eating three hours before you go to sleep. Going to bed on an empty stomach will help you sleep better, which is also good for proper weight and health.
When you wake up in the morning, immediately drink a glass of water. This starts up your metabolism. Also be sure to eat a large breakfast that has adequate protein. If you do this, you actually eat less throughout the day. It also helps with your metabolism, as well.
Drink half your body weight in ounces of water daily. If you weigh 89 pounds, half that to get 44.5. Converting that to ounces, you need to drink 5.5 cups of water a day (8 ounces per cup). Measure the water out with a measuring cup. I find a glass of water is usually two cups, so you'd be getting about 3 glasses of water in a day.
Remember that any time you drink tea, coffee, soda, etc., you actually dehydrate yourself, so you need to drink more than that. If you're active and getting daily exercise, you need to drink 2/3 your body weight, which equals 7.5 cups of water daily.
