Hi Eagle,

1.  Until about age 16 or so it is normal for your foreskin to NOT retract.  After about 16 it SHOULD retract easily.  Stretching your foreskin can help.  Get an erection and pull down on the shaft skin so that the glans spreads the opening OR use your fingers to spread the opening.  Do it AS OFTEN as you can.  You don't have to hurt yourself but there will be some discomfort.  It helps to do it in the shower as the warm water helps loosen the skin.  Skin grows when under tension.  NOTE: the glans is going to be very sensitive and this is NORMAL.  It's been protected your entire life.  As the glans is exposed more it will become less sensitive.

2.  You are describing "pearly penile papules."  They are VERY COMMON and NOT an STD.  There are no truly effective home remedies.  See a urologist.  NOTE: they CAN increase your pleasure during sex.
