If your foreskin does not cover your penis, you cannot make it. But don't worry, it is perfectly normal, I work in surgery and have seen hundreds of penis' and it is quite normal for the foreskin not to come all the way over the penis. And here in the USA most guys are circumcised where the skin is totally removed from the head of the penis. Most women like penis' better without all that foreskin on it and it is much easier to keep clean. Some older males have to come into surgery to have their foreskins removed because it has tightened up and unabled to be pulled back so they have problems urinating and also get infections under it because it cannot be cleaned properly. So be happy that you will never have that problem, and you are quite normal.
