im 12 years old and when ever i pull my foreskin back the tip is stuck to my foreskin with a small thread of skin also my foreskin is stcuk about 1 third of the way down my penius im getting worried and would like to know the solutions

It's not uncommon for someone younger than about 16 to have a foreskin that won't go back all the way. It's just the way things are. You need to stretch the skin to loosen it up. Using your fingers in the shower, or with some sort of lube (olive oil?) gently pull the skin. You don't need to do it enough to hurt, just gently stretch it. Don't ever force the foreskin back, it can get stuck, and then you'll have a trip to the hospital. Look up phimosis and paraphimosis.
As to that thread of skin, it is called a frenulum. You may need what is called a frenulectomy. The doctor, a urologist, will make a couple of incisions. It's usually done in their office and you go home the same day.
A urologist is your best resource here. Since you are still growing, and just entering puberty, they may wait to see what happens. If your foreskin is stuck now, you need to see your doctor. It can cause severe problems.

Just to clear up any confusion, the frenulum is a natural part of all men's anatomy and generally doesn't require an op. It depends on if that is what is causing the problem (frenulum breve).
If you're busy doing google searches on all the terms you might want to try doing 'frenuloplasty', which is the more likely op to remedy this.

It is possible that your foreskin is still separating from the penis. It is not uncommon. As you begin to stretch the skin and masturbate it will help it separate. Don't pull it off directly, let it work itself off at its own pace.
I think you're OK, it's just that some things take time.
