I think this is something to take up with your doctor. Any kind of irritation can be harmful to you, especially if you've been getting this feeling as after as you do. All I know to say is, get it checked out because I don't think that is normal. I hope everything goes well.

I used to get this when I was a virgin up until like age 16. I noticed it more it I worse tight pants or if panties rode my crotch too hard, also whenever I rode my bike, and Irish spring soap. Also, be gentle when you wash yourself down there, being too rigorous can trigger pins and needles down there for me. Hindsight, I'm thinking something is irritating you down there. Maybe pressure, or friction, or cosmetic irritants. Hope this helps.
