I had the same problem and I looked under my tongue to reveal a small flap of skin that inflamed with a small white sore. This was caused by irritation of the plies fimbtiata. I let it be for about a day but it was bother me so much I decided to pinch it off. I took a cuticle cutter, disinfected it then carefully snipped of the excess skin. It hurt some while I was doing it but it was over quickly and then there was no pain and almost no bleeding. Then I washed out my mouth with mouth wash. Be sure if you do do this not to cut the actual tongue because there is a major artery flowing through it which could cause severe bleeding.

Its a canker sore. You get it from stress or eating sour foods. Everyone has two tiny flap skin each side on bottom of your tongue. Its normal but we dont know they are there.
