It could be a UTI.
The red lips might also be just from having a tight foreskin. As you masturbate it causes tiny tears in the skin. Urine can aggravate the situation. Just wash frequently and try to keep it dry. Pull your foreskin back when you urinate - as far as you can.
Tight foreskin? It's normal on a 14 year old but you should outgrow it by 16 or so. Just keep stretching it.
15 degree bend to the right, not a problem. It is rare to have a perfectly straight penis.
You'll outgrow the tight foreskin. If the burning pain continues you will need to see a doctor.
