Hey there what you are explaining is an orgasm with ejaculation of semen ( cum). Do you loose your erection a little while after the liquid comes out. Pre-ejaculatory fluid is clear and sticky. And usually just oozes out but most people don't feel it come out and it is produced after prolonged arousal so the longer you are turned on but not ejaculate the more precum you produce. If you madturbate quickly and then the white fluid comes out it is semen and you may not release precum before that because precum takes a little but to produce and make it's way out of the pen is... Does this make sense?

Yes you should be able to see the entire head of your penis when you pull your foreskin. Able to do that?
Like there's a bit of skin just under the urethra connecting the foreskin to my glans. But I can see all if my head.
Ok perfect that little strip of skin is your penile frenulum and it is what pulls or holds the foreskin over your glans when your penis is flaccid
