You may be just a bit of a late bloomer, if you have not started puberty yet you will probably soon start to go through the changes associated with it growth spurt, hair growth and being able to ejaculate.
Everyone grows and matures at different times and rates and you will soon start puberty also your size is within the average for your age so no need to worry; your puberty may be just slightly delayed.
