It varies shyquis. Everyone develops differently and at different rates/times.
Usually it is around 12-13. It may not happen until 16. It's all NORMAL.

The end of my (and every other guy's) penis isn't round like end of a pipe (easy to measure precisely), it is round like a ball, you sight the end of your penis against a ruler or tape, so it is a case of "Well, it looks like about ???.) I can think of how a very precise penis measuring device would be designed, but I've never heard of the existence of one, but some medical or government agencies could have some.
You get some submissions saying, "It hasn't started growing yet. It's only two and a half inches!" and I think, "You've forgotten how small it was. It was about one and a half inch before puberty, so you already have started puberty." He gives a soft length length of 1.6 inches, so unless he started really small, he's hardly grown at all, yet. Then he gives a hard length of 2.8 inches, almost double the soft length. Usually I expect hard length to be one and a third soft length, so he does really well on erection growth.
