Could be a whole mess of things -- so many infections can cause a rash (bacterial, fungal, viral infections). Could also be contact dermatitis from an irritating substance (something you masturbate with?) If it turns out to just be related to friction, use lube and moisturize your penis after showering (Man1 Man Oil is a good lotion). But get tested for different infections.
