Look up frenulum, this is likely what you see and it is normal.
It may be a bit short however. It can tear during sex or your doctor/urolgist can make it longer. There is a frenoloplasty or a frenulectomy. Which you need your doctor will determine after an exam.
You don't say your age. You may grow out of it and it can stretch during sex.
