Well, I'm 13 in April and for as long as I can remember the tip of my penis has been red but sometimes when I wipe/dry the tip it turns normal but with a tiny reddish pink line going down.
It hurts on very rare occasions.

While showering I try to clean it but I can't pull it back all the way, I can pull it enough so I can see a bit of the head and I dab it gently because its sensitive, but obviously that isn't cleaning it properly.
